Disinformation about migrants and refugees doesn’t just spread falsehoods. It spreads fear. And fear fuels division. AI-REFRAME is a bold new project designed to stop that. It uses cutting-edge AI to detect and counter online misinformation and hate speech targeting migrants and refugees.
But how did it start?
In early 2025, ELIAS – the European Lighthouse of AI for Sustainability – launched its first open call under the Horizon Europe programme. The goal? To support AI-based solutions that contribute to a fairer, more sustainable future. AI-REFRAME was one of the winning proposals, selected for its mission to promote inclusive, evidence-based public dialogue.
With six months of focused development, starting in July 2025, AI-REFRAME builds tools powered by deep learning and large language models. These tools analyze text for:

False or misleading claims

Recurring harmful narratives

Hate speech patterns

Logical fallacies
targeting migrants and refugees. From this analysis, the system generates counter-narratives—factual, respectful, and easy to understand. These help journalists, educators, policymakers, and the public push back against harmful content online.

The AI-REFRAME project aims to boost media literacy, support human rights, and help craft culturally sensitive policy. At its core, AI-REFRAME believes in the power of information. Not to manipulate. But to empower.
